Leadership is about impact—and in this role, you'll have the opportunity to make a meaningful one. You will:

  • Lead several staff at multiple geographically dispersed locations in the development and delivery of technical services for highway construction projects, including grading, drainage and pavement rehabilitation, structural improvements, preservation management, and facilities.
  • Manage contract and procurement activities including contract development, tendering, contract management and contract oversight performed by in-house staff and/or contracted technical services.
  • Develop operational/multi-year capital work plans and manage annual project plans with budgetary control, resource management and effective stakeholder relations.
  • Provide technical liaison to Regional and Head Office staff, Municipalities, Ministries, the public and outside agencies.
  • Manage unit staff including hiring, performance management, and handling employee relations matters.

Meet Your New Team

The East Operations is one of five locations under the Ministry of Transportation (MTO) Operations Division (OD). The branch integrates the delivery of ministry services in the region, including issues management, fostering and building stakeholder and Indigenous relationships, corridor management, emergency management, infrastructure preservation and protection, and maintenance and operations, to ensure a safe, continuous flow of people, goods and services to facilitate economic prosperity.

Technical Expertise

  • Civil Engineering Knowledge: You possess expertise in civil engineering, including road design, maintenance, construction, and drainage systems, enabling you to assess deficiencies and oversee project delivery.
  • Legislative Application: You interpret and apply legislation and policies related to infrastructure, highway operations, and municipal coordination.
  • Procurement and Contracting: You understand ministry and government procurement principles, supporting contract administration and conflict resolution.
  • Health and Safety Compliance: You are familiar with emergency management legislation and the Occupational Health and Safety Act to ensure safe work practices.

 

Program Management

  • Project Delivery: You lead program and project delivery by evaluating conditions, preparing scopes and budgets, and coordinating contract documentation.
  • Fiscal Oversight: You apply knowledge of OPS fiscal and procurement policies to manage budgets and negotiate contracts.
  • Policy Evaluation: You assess new and existing policies and legislation, providing strategic recommendations to senior leadership.
  • Issue Management: You anticipate and address key program issues, following communications protocols and supporting issue resolution.

 

Communication and Relationship Management

  • Stakeholder Engagement: You build strong relationships with stakeholders to support effective collaboration.
  • Public and Partner Liaison: You interact with the public, contractors, and municipalities with tact and diplomacy, often in sensitive contexts.
  • Representation and Collaboration: You represent the ministry on internal and external committees, task forces, and working groups.
  • Effective Communication: You deliver clear oral and written communications, including briefings, reports, and presentations.
