The Role

Reporting to the Housing Programs Administrator the Housing and Homelessness Coordinator assists in the overall delivery of the Housing and Homelessness programs and effectively coordinates service delivery including coordinated access to achieve optimum service levels for service providers and the people served by the programs. This position champions the goals and objectives of the current service delivery initiatives provides advice, acts as a subject matter expert, and responds to system level inquiries and complete internal reviews.

We help residents access and maintain safe, affordable housing through programs and supports. Our team administers initiatives such as down payment assistance, home repair loans, and incentives for creating new units, and manages social housing options and subsidies for low-to-moderate-income households.

We support individuals and families experiencing or at risk of homelessness through compassionate, client-focused care and strong community partnerships. Our team works to prevent and reduce homelessness by connecting people with resources and services that promote stability and create pathways to long-term housing solutions.

What you'll do...

Coordinate housing and homelessness service delivery, including oversight of the Coordinated Access processes such as By-Name List management, prioritization, case conferencing, vacancy matching, and housing referrals to ensure alignment with local and provincial requirements.

Provide direction and guidance to the Program Integrity Officers and service providers in delivery of housing and homelessness services ensuring compliance with applicable legislation, funding agreements, and community standards.

Act as a resource expert in relation to housing and homelessness services, including Coordinated Access, HIFIS data requirements, eligibility determinations, prioritization protocols, privacy legislation (MFIPPA), and community resources navigation.

Establish and maintain an effective working relationship with other staff, internal departments, community agencies, Indigenous partners, landlords, different Ministry levels, and other stakeholders to ensure coordinated and integrated service delivery.

Collaborate with management to develop and implement program initiatives.

Lead and support the implementation, monitoring and continuous improvement of Coordinated Access, including case conferencing structures standardized assessment tools, housing matching protocols, and performance measurement frameworks.

Collaborate with management to develop and implement housing and homelessness system planning initiatives, policies, and program improvement aligned with municipal and provincial strategies.

Monitor program reports, housing outcomes, and service delivery data (including HFIS reports) to ensure performance standards, funding requirements, and community targets are met.

Participate in the collection, analysis and reporting of statistical data to inform housing system planning, performance measurement, and service quality improvement initiatives.

Ensure compliance with applicable legislation, regulations, policies, and guidelines related to housing and homelessness service delivery, including provincial homelessness program directives and privacy legislation.

Facilitate, coordinate, and monitor the completion of data fixes and clean-up efforts.

Work collectively and cooperatively with City staff.

Perform other duties as assigned.

To qualify, you'll need...

3 year diploma or degree.

Three (3) years’ experience in housing and homelessness service and/or program delivery required.

Demonstrated administrative experience in the area of program development and evaluation required.

Demonstrated experience working with housing and homelessness legislation, provincial program guidelines, and related regulations, including Homelessness Prevention Program directives, the Housing Services ACT, 2011, the Municipal Freedom of Information and protection of Privacy ACT (MFIPPA), with demonstrated ability to apply legislative requirements required.

Demonstrated experience working with Homeless Individuals and Families Information System (HIFIS) software applications required.

Previous experience in a performance management environment an asset.

Must demonstrate corporate values of Belonging, Collaboration, Accountability, and Innovation.

Skills and abilities to interpret policies, procedures and legislation.

Strong customer service skills including tact, diplomacy and the ability to manage sensitive interactions. A strong adherence to confidentiality requirements.

Effective competencies in communications (verbal and written), organization and time management, discretion, interpersonal skills, and leadership.

Ability to facilitate and encourage team work for Ontario Works delivery.

Valid class “G” Ontario driver’s licence.

Required to obtain and maintain satisfactory criminal record check, including vulnerable sector.
